Officer Ulrich will educate us about the Open Carry Law that was passed recently.

Open Carry

As of January 1, 2016, holders of a Texas CHL or LTC are able to openly carry handguns in the same places that allow concealed carry with some exceptions. Openly carried handguns must be in a shoulder or belt holster.

Existing CHL holders may continue to carry with a valid license. New applicants will be required to complete training on the use of restraint holsters and methods to ensure the secure carry of openly carried handguns.

Exceptions to Open Carry

  • Open carry is not permitted on the premises of an institution or higher education or private or independent institution of higher education
  • Open carry is not permitted on any public or private driveway, street, sidewalk or walkway, parking lot, parking garage or other parking area of an institution of higher education or private or independent institution of higher education
  • Open carry is not permitted by an individual who is acting as a personal protection officer under Chapter 1702 Texas Occupations Code and is not wearing a uniform[12]
 
Officer Ulrich
 
Officer Ulrich has been serving the Kingwood Community since December of 1996.  Prior to his assignment to the Kingwood area, Officer Ulrich worked as a patrol officer in the Northeast area patrolling the 5th Ward, Denver Harbor, and Port Houston communities.  Officer Ulrich went to work for the Community Services squad at Northeast and became one of two officers assigned to the Positive Interaction Program working out of the Jensen Drive Storefront. Officer Ulrich accepted the assignment of Positive Interaction Program Coordinator for the Kingwood area at the end of 1996 and has been serving here ever since. 
 
Officer Ulrich is a State of Texas certified school teacher and taught high school for 7 years prior to becoming a police officer. 
 
Officer Ulrich has been involved in numerous programs for adults and children, from daycare to assisted living.  He has been seen on local television programs discussing family safety during holidays, as well as protecting one’s family from the crime of burglary and staying safe on vacation.  Officer Ulrich presents a wide variety of programs to the community.  These programs include, Personal Safety, Stranger Danger, Safety Awareness, Crime Prevention, Home and Business Security Surveys and Officer Friendly. 
 
Officer Ulrich was instrumental in establishing the Shattered Dreams Program at the Kingwood High School.  He is responsible for the Cares for our Kids fingerprint program as well as numerous other informational tools regarding personal safety and emergency information.
